• Hillcrests’ Timothy Gallagher Joins Ecu-Health Care Board of Directors 10/18/2012
Hillcrest Educational Centers Director of Business Development, Timothy Gallagher, has been asked to join Ecu-Health Care Board of Directors. Ecu-Health Care is a private not-for-profit health coverage access program located on the campus of North Adams Regional Hospital.
Founded in 1995, Ecu-Health’s mission is to help the uninsured and underinsured residents of Northern Berkshire and Southern Vermont gain access to affordable health care options by providing education and financial services. Each year they assist over 2500 individuals including patients of North Adams Regional Hospital.
Ecu-Health Executive Director, Charles Joffe-Halpern said, “We are delighted that Tim has agreed to serve on the Ecu-Health Care Board of Directors. With his broad experience in health and human services and his commitment to our mission of helping individuals access health care, we are fortunate to have him be a part of our organization."
Gallagher said, “I am honored to support Ecu-Health Care’s important mission. They provide critical services for those that need it the most and I look forward to working with board members on initiatives and vital outreach and enrollment programs.
Tim is married to Heather Wendling and they live in Cheshire. They have a daughter, Rowan Amelia Gallagher.

About Tim Gallagher:
Tim Gallagher is the Director of Business Development at Hillcrest Educational Centers, Inc. Hillcrest is an educational and treatment facility serving the needs of 150 of society’s most abused and neglected children.
He holds a Master’s degree (M.Ed.) in Counseling Psychology and a BA in Psychology. His experience in Human Services has spanned over nineteen years in a variety of positions and settings. Tim is married to Heather Wendling and lives in Cheshire with their daughter Rowan Amelia Gallagher and their two dogs Stella and Tatum.
Tim is former owner of Absolutely Experiential, Inc., a ropes challenge course service provider whose mission is to design, install and train facilitators on the use of challenge course activities. During this time he also owned and facilitated two challenge courses and a climbing wall.
He has also served as Director of Health and Healing at Canyon Ranch in the Berkshires, where he was responsible for supervision of the medical department. Previous to that, he was the Director of Training and Staff Development as well as the Director of Adventure Based Programs for Hillcrest Educational Centers.
Tim’s background is in designing and delivering programming for various clients, in many different settings. He has provided consultation and workshops to MIT Sloan School of Management, Paul Newman Foundation, Intel, School Systems, Residential Treatment Centers, Families, Corporations, Teachers, Therapists, Police Depts., and many not for profit organizations. Tim has been a consultant to Mass. DARE program, Mass. National Guard, and many others.
In addition, he has conducted numerous trainings in designing and delivering therapy to sexually and physically abused children as well as severe behavior disordered youth. He has served on the Assoc. for Experiential Education as council member, served as Vice President of Berkshire Adventures, Inc. and as President for Gallagher & Associates. His specialty is working with organizations to design and implement multi-faceted approaches to creating and maintaining healthy educational and treatment communities.
In his current role at Hillcrest, Tim is responsible for collaborating with agencies and organizations in developing services and businesses that will ultimately benefit particular clients in the local community and abroad. He is constantly looking to increase the scope of Hillcrests’ programs to touch the lives of people in need of services.
About Ecu-Health Care
Ecu-Health is a private non-profit health coverage access program located in room 208 of the Doctor's Building on the campus of North Adams Regional Hospital. Their mission is to help the uninsured and underinsured residents of North Berkshire access affordable health care.
Ecu-Health Care is the designated outreach and enrollment site in northern Berkshire County for all of the Massachusetts public health programs and we also help residents enroll into all supplemental programs associated with Medicare. The programs include: Commonwealth Care, MassHealth, Commonwealth Choice, The Children's Medical Security Plan, Medicare Part-D, Prescription Advantage for seniors and the disabled, the Medical Security Plan for the unemployed, Medicare premium assistance, free breast and cervical cancer screenings, reduced fee dental care, and all prescription assistance programs.
Ecu-Health Care also provides financial counseling services for North Adams Regional Hospital patients, to insure that they are both aware of, and enroll in all available public health programs.
Since sweeping health reform was implemented in 2006, thousands of North Berkshire residents are eligible to enroll in expanded health benefit programs. There is also the health insurance requirement whereby all Massachusetts residents age 18 and over are required to have health insurance.
Ecu-Health serves all residents from North Adams and towns of Cheshire, Adams, Savoy, Florida, Clarksburg, Williamstown, and New Ashford. They also serve the residents Pownal, Stamford, and Readsboro, VT.
On staff they have trained SHINE (Serving Health Information Needs of Elders) counselors, helping elders understand their health benefits and making sure they access all available health care programs they are eligible for. They assist all Medicare beneficiaries both understand, and provide assistance in enrolling in Medicare drug benefit, called Medicare part-D.
